The Collapse of the 28-Article Ceasefire Plan for Ukraine: How Peace Negotiations Continue to Falter

Europe felt a moment of respite on Monday, as the tension caused by the introduction of a new comprehensive peace framework for achieving ceasefire appeared – briefly – to have been defused. A Washington representative spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Moscow made its countermove: an extensive attack of aerial bombardment on Kyiv.

The Rhythm of Negotiation and Warfare

The chain of opposing developments captured the harsh reality of the recent timeframe. By day, political struggles are waged: optimistic declarations are released from different nations. Immense energy is expended on containing certain initiatives. By night, the Kremlin brutally reminds the world that, for them, conflict continues to be the main instrument for achieving "peace".

Nighttime Reality

As military strikes developed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was exposed. Ukraine is capable of detecting missile launches from Russian territory, a capability provided through current data. From observation points, Ukrainian air force fighter jets that had been scrambled to intercept incoming guided weapons streaked across the sky – sophisticated military planes provided to Ukraine by Western partners.

Shortly after, Kyiv's missile defense engaged: defensive missiles targeted at a hostile projectile. This was a sophisticated defense system at work, probably supplied through Western nations. Every firing creates sudden vibrations, rattling buildings. The instant of fear quickly transforms into grim resignation: possibly the incoming missile won't hit its mark this time, sparing the city from devastation and further power outages.

Ongoing Risks

Following this, a large-caliber weapon fired at a aerial vehicle close by, part of a rapid response unit – most likely allied-provided weaponry. Unfortunately, the projectiles didn't strike the opposing UAV – it maintained course toward its objective.

Periodically, this carried on until dawn. Kyiv greeted the morning news: several casualties, damage and utility failures in many homes as a result of the night's assault. As typically, everyone still continued their routines – experiencing conflict. But those full day illustrated Ukraine's vital need on Western support – a dependence that neighboring countries are evidently unprepared to substitute in the immediate future.

Failed Diplomacy

The comprehensive proposal from US administration provoked deep reactions, discussion and deep concern – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and multilateral gatherings.

Every new initiative from American administration follows the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They manage the tension but never actually achieve victory. This pattern will, certainly, continue.

Tactical Assessments

It is convenient to criticize particular leaders of consistently pushing Kremlin's demands. But that does not seem to be the entire situation. US administration operates on a premise well known to seasoned negotiators: you cannot secure via talks what you have lost on the battlefield. The US administration believes that it is unfeasible to pressure the Kremlin to abandon the areas that it presently holds in Ukraine's occupied territories.

The issue is that while acknowledging this situation, Washington does minimal to deter Moscow, through diplomacy or military means, from assuming that the current condition will not change more in its favour in the months ahead.

Opposing Positions

Therefore, the Kremlin is certain that the clock favors them – that Ukraine and its allies are coming close to fatigue. Their motivation to agree to terms that does not give them the greatest potential benefit is close to zero. There may be multiple initiatives to end hostilities, but they will persist as long as Russia's government remains completely certain in the outcome.

On the contrary, Ukraine's government believes that Ukraine can still persist, slowly losing civilians and areas but preventing a total frontline collapse until circumstances change in its favour.

Existing Situation

Factually, there are no actual prerequisites for a truce. Now, subjective factors are coming into play: leadership ambitions to broker a ceasefire and achieve global acclaim, and Kyiv's dual difficulties – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the country's interests against any initiative Kyiv finds unacceptable, so that their focus does not shift toward domestic problems. And although their mission will now be considerably more difficult after latest incidents, it remains quite doubtful that this will change their overall approach.

These two forces are guiding negotiations.

Conclusion and Outlook

It took a just a single week to kill the 28 points of the most recent proposal. Forceful and unpredictable management of the matter by US administration, opposition by Ukraine and the other European countries, along with calming attempts of diplomats, and finally, current information leaks, all did their job.

While new proposals based on previous concepts are forthcoming, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are based on Russian demands and reflect specific hesitation to modify developments, if they stand together and improve their protective measures at a much faster pace. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the foreseeable future, primarily depend on ongoing international assistance.
